Why? You only have one of those (move/5 ft. step or attack) during surprize round but in the following rounds you can make 1 swift action (like Smite Evil/Chaos), 1 move action (or 5 ft. step, which is VERY helpful and only availible in TB mode), 1 standard action (attack or cast regular spell)...
