They got money from investors, used as little of it as possible to develop a non-working game and raise the hype to attract more investors, then declare bankruptcy after 4 days of releasing the game so they will just keep the money left. I'm over-simplifying it but that's basically what they did.
Rogue Trader comes with its own version of Unity Mod Manager. If anyone wishes to mod the game, just uncompress your mod to this path:
%LocalAppData%Low\Owlcat Games\Warhammer 40000 Rogue Trader\UnityModManager\
Hey the Mako is so good it has its own gravity field! It can even stay upside down on the roof of a cave!( happened to me on the original release)
Anyway, after you get the hang of it, it is way easier to handle than the abomination that shall not be named that came later.
I see a few mods will become unnecessary like the metro system one. It was actually shown working back when the game was released but never fully implemented.
